The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. The MDTA is seeking an experienced Professional Engineer who has demonstrated progressive leadership and responsibility within the engineering and construction fields to serve as the Chief Engineer of the Maryland Transportation Authority. The primary role of the Chief Engineer is to provide executive direction to all aspects of the MDTA's Office of Engineering and Construction through a large and diverse staff. The incumbent in this position will be responsible for the development, management and delivery of the Capital budget and Operating Programs budget, including the development of individual design and construction budgets within each program. The duties and responsibilities for this position include, but are not limited to, the following:
Lead, direct, and oversee the Division of Engineering (Structures, Environmental, Electrical, Intelligent Transportation Systems (ITS), Facilities, Traffic, Asset Management, and Highway) and the Division of Construction;
Lead, direct and oversee the general engineering and construction services, including key decisions that have significant impact on the design or construction of projects and programs;
Direct the $2.8 Billion Capital budget and over $40 Million Operating budget programs;
Direct the design and construction of major and complex transportation projects;
Ensure the MDTA’s assets are safe and in good working order and condition;
Determine the organizational structure and staffing requirements of project programs;
Review and approve work assigned to subordinate staff and oversee and confirm that proper training and program development are implemented;
Establish and implement procedures regarding agency missions and operations policies, guide policy setting, and approve program decisions and revisions;
Direct and manage workforce needs including supplemental staffing, succession planning, professional development, etc.;
Act as a liaison to other state, federal, public and private entities by maintaining working relationships to ensure the orderly progress of projects;
Coordinate with other MDTA Divisions to advance MDTA business strategies, goals and objectives;
Partner with engineering and construction industry, including consultants and contractors;
Represent the Office of Engineering and Construction at various meetings with the MDTA Board and Executive Office, legislative bodies and other relevant stakeholders.
This position will receive direct supervision from the Chief Operating Officer (COO). The current vacancy is located in Baltimore, Maryland.

QUALIFICATIONS:

Education: A Bachelor's Degree in Civil Engineering (BSCE) from an accredited college or university. Master's Degree is preferred.

Experience: Five (5) years of experience in senior level engineering management to include work in the areas of design, construction and inspection of major bridge structures, highways, and facilities. In addition, experience with public presentations, legislative testimony and the presentation of technical issues at workshops, business organizations, government agencies and public meetings is strongly preferred.

LICENSES & CERTIFICATIONS:
1. Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of application. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland Professional Engineer license within twelve (12) months of appointment. 2. Applicants must possess a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
