The City of Bellevue Transportation Department is seeking a Senior Transportation Engineer who is self-motivated and team-oriented to join our progressive team of experienced transportation professionals in the Neighborhood Traffic Safety Services (NTSS) Division.
NTSS is recognized for its many advances in neighborhood traffic calming approaches and implementing traffic safety projects (e.g. speed reduction, school traffic operation improvements, discouraging commuter cut-through traffic, green streets, improving the pedestrian environment, addressing unsafe parking practices). We are a team of engineers and planners who focus on working with the community to improve traffic safety in neighborhoods. We partner with residents to improve traffic safety and comfort of neighborhood streets through education, mobility management, encouragement, and traffic calming improvements to make a vibrant and livable community for all users of the transportation system.
As a Senior Transportation Engineer you will evaluate, design, and make recommendations for needed changes to neighborhood streets to reduce vehicle speeds and improve safety for people walking, biking, and rolling. You will engage with the community to develop traffic safety projects from concept development through design by implementing a combination of engineering experience and project management skills. The Senior Transportation Engineer will provide engineering leadership in the NTSS group.
This position is expected to independently lead the implementation of improvements to city streets including various road design elements such as speed humps, raised crosswalks, radar feedback signs and school zone flashing beacons, sidewalk, curb ramps, signing, and channelization. This position would have responsibilities for making traffic engineering decisions within established policies, standards, and guidelines. Under the general direction of the NTSS Manager, this position will provide technical expertise on planning and design of NTSS team capital projects, including project management, analysis of design or construction related issues and problem solving. This position is expected to review and respond to customer concerns regarding transportation operations. Decisions and recommendations are to be made using engineering judgment considering established policies and standards.
Essential Duties and Responsibilities
The Senior Transportation Engineer will be responsible for leading and developing traffic safety projects and programs to enhance traffic safety in neighborhoods through the application of Vision Zero, Complete Streets, and NACTO (National Association of City Transportation Officials) concepts and the NTSS traffic safety toolkit.
Essential duties and responsibilities include:
- Project Management – Manages the planning, development, and implementation of transportation infrastructure projects, develops traffic calming projects and evaluates the effectiveness of those projects in meeting goals, schedule, and budget. Oversees the work of project teams and consultants, managing and facilitating consultant selection processes, negotiating consultant agreements, progress and expenditures, and providing oversight of consultant deliverables.
- Project Engineering and Design- Prepares complete engineering plans (using AutoCAD), specifications, and cost estimates for traffic safety and traffic calming projects including elements such as speed humps, raised crosswalks, radar feedback signs and school zone flashing beacons, sidewalk, curb ramps, signing, and channelization. This includes the coordination of the bidding process and contract approval.
- Engineering Support – Provides engineering support functions including producing design concept drawings, cost estimates and creating work orders for minor traffic operation improvements such as signing and channelization.
- Traffic Safety Concerns – Works with residents to understand their inquiry or concern related to mobility operations and traffic safety (e.g., speeding, school congestion or traffic safety issues, parking, and pedestrian safety). Performs engineering analysis and operational reviews. Applies traffic engineering analysis and transportation regulations, codes, and standards to deliver an adequate and timely response. Performs field reviews, analyzes traffic data, and develops recommendations.
- Community Engagement – Identifies, develops, and conducts thoughtful public engagement plans and activities for stakeholder involvement through the concept development phase of traffic safety projects, including creating presentation materials for open houses and public forums and creating on-line surveys. Forms and leads neighborhood traffic committees to seek community input.
- Stationary Radar Signs – Coordinates and assists with the asset replacement process for 60 stationary radar feedback signs. Assists with establishing standard operating procedures and program policies for radar signs. Provides engineering design and/or review support on projects to install new radar signs.
- Project Support – Serves as a technical expert on project teams such as reviewing school redevelopment projects, serving as a support role on discrete Capital Investment Program (CIP) projects, and other transportation safety projects.
- Programmatic Support– Plays an active role in the evolution of the Neighborhood Traffic Safety Program, applying best practices and innovative practices to keep Bellevue moving forward.
- Mentoring – Serves as a mentor to junior engineering staff and interns as they develop their careers with the city. Support their technical development and career growth.
Supervision Received and Exercised
The Senior Transportation Engineer will work under the general supervision of the Neighborhood Traffic Safety Services Manager.
Qualifications
Education and Experience Requirements:
- Graduation from an accredited four-year college or university with a Bachelor’s degree in Civil Engineering. A degree in a closely related field may be considered.
- Five or more years of transportation or traffic engineering experience, or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities for this position.
- Washington State Professional Civil Engineering license required or ability to acquire within six (6) months of employment.
- Must possess a valid Washington State Driver’s license by date of hire. Must have and maintain a good driving record.
Knowledge, Skills, and Abilities:
- Thorough knowledge of transportation engineering principles, practices, and methods applicable to a municipal setting.
- Excellent verbal, written and interpersonal communication skills.
- Ability to provide excellent customer service to internal and external customers and maintain productive working relationships. Ability to communicate technical information in a non-technical manner.
- Knowledge of traffic calming and speed management tools and industry best practices.
- Knowledge of traffic engineering design and operations.
- Experience using AutoCAD for the preparation of design plans.
- Ability to design and implement transportation projects and project scoping design concepts.
- Experience preparing cost estimates, specifications, and other bid documents.
- Excellent project management skills.
- Ability to deliver projects on time and on budget. Ability to identify and address risks to project scope, schedule, or budget.
- Knowledge of Vision Zero, Complete Streets, and NACTO (National Association of City Transportation Officials) concepts and approaches to designing urban streets.
- Experience applying the guidelines and standards of the MUTCD and AASHTO to traffic signing, pavement marking, and roadway design.
- Ability to organize, analyze, interpret and evaluate civil engineering problems and provide practical, cost-effective solutions.
- Ability to manage time on multiple projects, issues, and priorities effectively and simultaneously with attention to detail.
- Ability to work effectively as a team member and to promote a positive work environment.
- Ability to adapt to change and learn as new initiatives, methods, and procedures are implemented.
- Ability to use sound engineering judgment under stressful situations. Ability to problem solve and resolve conflicts with a wide variety of stakeholders, make decisions, and develop recommendations.
- Knowledge of Microsoft Office software to prepare documents, presentations, and spreadsheets. Ability to use computer software to improve work processes, such as databases, spreadsheets, and project management tools.

- Work Location: Must be located within commuting distance of Bellevue City Hall. There is an opportunity for some remote work, as agreed upon with the supervisor.
